Lorton Data Has Secured a

Full Service NCOALink® License

MINNEAPOLIS, MN –Jan 25, 2005–Lorton Data announced today that it has been granted a full service license by the USPS® (United States Postal Service®) to offer NCOALink processing.

NCOALink processing is a method by which mailing lists are updated with information from address change cards filed by USPS customers. NCOALink replaces the recently discontinued NCOA. A new secure data storage technology used to develop and implement NCOALink, is designed to further protect the privacy of consumers who file a change of address with the USPS.

Lorton Data is one of only 16 full service licensees nationwide for NCOALink. Full service licensees provide the most recent 48 months of address change information. The USPS also grants limited service and end-user licenses which provides 18 months of changes. Lorton Data receives weekly updates from the USPS for the most current information.

The National Change of Address program was initiated by the USPS in 1986 with 14 licenses. Additional licenses were granted in 1989 and 1991, for a total of 25. Due to privacy concerns, no new licenses were granted after 1991. Since then, the number of licenses gradually fell, due to mergers and acquisitions. For 15+ years, Lorton Data partnered with licensees to bring NCOA to small and mid-market companies. Lorton Data is the first, and only company to date, aside from the 1991 licensees, to be granted a full service licence for NCOALink.

NCOALink full service data files contain the most recent 48 months of change of address information for the United States and all territories. On average the NCOALink database has approximately 10 million business moves, 86 million individual moves, and 64 million family moves for a total of approximately 160 million address changes at any given moment.

The USPS estimates over 40 million Americans move each year, leading to expenditures of nearly $2 billion per year handling undeliverable as addressed mail. NCOA has substantially decreased this cost. While the USPS faces increased costs in many areas, NCOA has helped to reduce postage rate increases over the past 18 years. In addition to USPS cost savings, mailers who use NCOALink realize additional savings and other benefits by mailing to customers and constituents at their most current address.
